<h3><span><span><span><span><span><span>The College or Institute Council meets at least once a month at the invitation of its president and the meeting is only valid if two thirds of its members are present and decisions are taken by an absolute majority of votes of the present members and in case of same number of votes, considers the side on which is the president of Council. The decisions of the council are considered valid unless there is an objection from the Rector of the University which in that case must be received within fifteen days from the date of their arrival to him and if he objects to it, he returns it to the College Council, with his point of view, to study it again and if the Council keeps its opinion, the objected decision shall be referred to the University Council for decision in an regular or extraordinary session, and the University Council may ratify, amend or cancel the decision, and that way their decision is final.</span></span></span></span></span></span></h3>
